The Mexican Ministry of Economy announced Wednesday that it has imposed a final anti-dumping duty on imports of rolled steel plate from Russia, as part of a continuing investigation.

Duties were set at 29.3 percent on Russian imports of rolled steel plate, in thicknesses above 4.75mm, widths greater than 600mm and containing not less than 0.0008 percent of boron, the economy ministry said in a resolution published in the country’s official gazette.

The investigation was opened in July 2013, following a request from Ternium Mexico, which complained that importers had been buying products containing boron to avoid paying anti-dumping duties that are imposed on goods without boron.

The product affected is classified under tariff code 72253003. Between 2010 and 2012--the proposed period for the investigation--imports of rolled steel plate containing boron from Russia increased by 6,587 percent, according to the ministry.

Russian plate containing boron was being offered at prices 13-16 percent lower than imports from other countries in the period under investigation.
